You should tell him how you feel, but you definetley are going to be taking a big risk. He could freak out, but the greater the risk the greater reward. Also, you only regret the things you don't do. You could not tell him and then he could find someone else and it would be too late. He would never know the way you feel. So I would tell him, but don't just come out and say I love you, just bring up the subject of you and him casually and then tell him you have feelings for him.
