What is this cotton looking stuff on my new rainbow cactus i bought ?

i got a baby cactus from home depot and it has this cotton looking stuff around it, i think ive seen it b4 so i thought nothing of it.. but yet it makes me curious about what it is.. if you happen to know plz let me in on it thx
