What do cannibal's look like and do they even exist?

This one serial killer guy from my city was killing prostutes and he was undercover cannibal. Nobody knew because he was a community member and donated time and money to the city. One year he enter the annual chili contest and won ! The bad news was he used the meat of his victims to make the chili and the mayor and fire cheif ate it! most of the people there had eaten it.
