its a lizard, It is a skink, for sure there are a lot of different types of skinks, schieder skinks, blue tongue skinks, blue tailed skinks, something has really damaged this lizard, they are supposede 4 legs and a long tail. it will not harm your child or dogs. Again there are many many types of skinks and it is a skink.
