Because it doesn't address the federal budget problem. Democrats will do that by raising taxes on the wealthy. If that pes, they might very well be for the legislation you're talking about. But, you have to do things in the right order; otherwise, you might suddenly find you don't even have enough money to fund the military or pay or legal obligations.
